Consider write-up ready for printing of publication, when the results and conclusions fulfill at least one of the following requirements -
1) They are reasonably consistent, reproducible and complete.
2) They represent advances in practical application of known principles.
3)  They represent significant experimental, theoretical or observational extensions of knowledge.
4) They take knowledge of a step further.

The catch phrase " Publish or Perish" or its upbeat variant " Publish and Flourish" seems to have
as much validity as ever in the minds of publishing community everywhere. The community has
long emphasized quantity and quality scholarly publications as a way to judge the eminence of writers.
