Contribution by PSUs to the Economy
Public Sector Undertakings are considered as vital & crucial pillars for strengthening the country's economy. The prime purpose of starting PSUs was to fabricate infrastructure for economic growth and development. Various factors such as Deterioration of financial performance of PSUs, rising fiscal deficit forced Govt. to to adopt a radically new approach towards the working of PSUs.
PSUs are the companies established, maintained & controlled by the Central Govt. having 100% stake in it. In 1947, when India became independent, the country was confronting with a variety of Socio - Economic concerns which had to be resolved. India was mainly agriculture dependent economy with poor infrastructure and no knowledge about Investment, pathetic industrial base and low level of saving. There was wide difference in the incomes of different people. The private sector neither had the necessary resources, trained managerial staff nor the ability to undertake risks involved in long term projects which forced the State Govt. to intervene in all sectors of economy.
The basic objectives of starting Public Sector Enterprises in India were -
1) Generate employment opportunities.
2) Gap reduction between incomes of different people by redistribution of wages.
3) Improve essential infrastructure for Economic Development.
4) Support development of Small and Medium size Enterprises (SMEs).
5) Promote rapid Economic Growth.
Central Public Sector Units are widely diversified in products and services from Steel manufacturing instruments & machines tools, Power generation, Coal mining, Road transport, Mineral mining, Manufacture of heavy machines, Telecommunication equipment, Equipment for Thermal power station to name a few. Over last five decades, huge investments have been done in public sectoe enterprises to expand their production, employ new emerging technologies. At present, there are more than 300 Public Sector Enterprises in India making their contribution towards growth of India economy.
In the light of sound GDP growth and good future prospects, Govt. should consider (instead of giving giving grants, subsidies) shifting of PSUs from cities to adjoining rural areas which will give following benefits -
1) Strengthen Industrial base for Export promotion, Import substitution industry, more infrastructure,
2) Enhance job prospects for Rural and Urban youth.
3) Conversion of Rural areas to Smart Cities.
4) Boost to Housing (for workforce).
5) Reduce Traffic and Pollution congestion levels in cities.
6) Savings from meeting damages caused by natural disasters e.g. floods etc.
7) Improvement in quality of life and services to the citizens.
