Roots of corruption

 Corruption emanates from individual's mind.
 The attitude in the human mind is the sole fabricator of one's behaviour. If not used in a proper manner, it can create wrong actions in the mind of person who when acts, leads to corruption. A view of the the following shall do well to understand such action:-

 It was during British rule, before independence, an employee working in the Deptt. was found to be corrupt. Since he was a loyal worker, he was transferred to the port and duty was to count the sand bags put into sea to stop the waves hitting at shore. After some time, he was found to be making wrong entries in the record as more bags were shown as used than actually done and making money from the difference of bags shown in records and actual bags put in. 

Thereafter, he was transferred to and job was to count the waves hitting the shore and going back. The report was to be sent by mail to Head office at the close of the day. Since 2nd World war was going on, the postal timings used to get change at mid night and at that particular juncture, all posts were sent as telegrams. The fellow pay money before midnight at post rates but takes receipts as telegrams sent. Again, earned money on the difference between post and telegram rates. He earned a good fortune but job was taken back from him after some time.

So, coming back to what I state above, it is the attitude which creates this sort of behaviour and action in a negative manner which can be termed as Corruption. The fact also remains to be kept in mind that no college or university in this world offers or conducts any course on 'Creativity' since it comes from the mind of the individual, in the manner explained above.

Role of law and enforcement agencies comes at the end of action already taken by the person and does not have any preventive measure to control such action.

IMF suggestions for India Growth Rate

India's growth accelerated to 7.7.% in 4th quarter of 2017-18 (F.Y.) which was up from 7% in the previous quarter.
